EU Preparing to Lift 50% of Measures Against Kosovo

Diplomatic sources report that the European Commission (EC) is preparing plans to lift half of the existing restrictive measures against Kosovo, which would release approximately €200 million in temporarily suspended funds. This decision follows the proper transfer of local authority in northern Kosovo, a development expected to be acknowledged in the EU conclusions set to be adopted on Tuesday.

EU foreign ministers will meet in Brussels to discuss the enlargement process, including measures regarding Kosovo. The draft conclusions express a positive stance on lifting remaining measures, though the timing and details of the financial release remain partly unspecified.

The removal of these measures depends largely on the EC, though some EU member states prefer a gradual approach or to delay lifting until after Kosovo’s 28 December elections, while the majority support immediate action.

The conclusions will also note delays in implementing agreements from the dialogue between Kosovo and Serbia. Kosovo is expected to emphasize the establishment of the Association of Serb-majority Municipalities, while Serbia is urged to recognize Kosovo’s documents and symbols and cease opposition to its international integration.

Additionally, the EU will express concern over Serbia’s failure to hold accountable those responsible for violence in 2023, including attacks on KFOR soldiers, media outlets, and civilians.
