The European Union Ambassador to Kosovo, Aivo Orav, has stated that there is still no final decision regarding the fate of the punitive measures the EU imposed on Kosovo.
He recalled that former EU High Representative Josep Borrell had recommended lifting these measures, while discussions within the European Council are ongoing.
“I’m afraid I cannot provide a definitive answer to this question. As you know, the former High Representative recommended to the Council in June 2024 the removal of the measures. Later, in December 2024, the Council, in its enlargement conclusions, stated that the EU would gradually lift the measures in parallel with Kosovo’s further steps to de-escalate tensions in the north. Discussions within the Council are still ongoing, and the decision on whether the measures will be lifted ultimately lies with the 27 EU member states, as such a decision requires consensus,” Orav told Kosovo Online.
“A key condition for the path toward the EU—both for Kosovo and Serbia—is the normalization of relations and the implementation of dialogue commitments,” he added, reiterating the Union’s position on the dialogue process between the two countries.
