EU-Supported Archaeologists Discover Second Inscription in Ulpiana Honoring Emperor Justinian and Empress Theodora

A significant archaeological discovery has been made at the Ulpiana Archaeological Park, where experts uncovered a second inscription dedicated to Emperor Justinian and Empress Theodora.

The finding was first announced several days ago by Acting Minister of Culture Hajrulla Çeku, who stated that the team of archaeologists had identified the inscription, highlighting the unprecedented dedication shown towards such archaeological research.

“The team has identified a second inscription dedicated to Emperor Justinian and his wife Theodora. The first inscription referred to the founding of Iustiniana Secunda as a Dardanian city. This second one records the construction of the episcopal basilica. These are the only known dedications to Justinian, the emperor who originated from this region,” Çeku said.

He emphasized that archaeological heritage preservation has never been approached with such seriousness. Excavations in Ulpiana and Dresnik are now taking place on publicly owned lands expropriated last year.

Çeku added that work continues intensively on archaeological sites, including conservation and management plans, capacity building through international partnerships, and academic studies and publications.

“Archaeology continues to reveal our history. We remain committed to researching and protecting it,” he concluded.
