The European Union has announced that it will temporarily suspend meetings with the Acting Prime Minister, Albin Kurti, and members of his cabinet inside the Government building of Kosovo, until a government with a full mandate is formed.
In a letter addressed to Kurti on August 8, 2025, the Head of the EU Office in Kosovo and EU Special Representative, Aivo Orav, emphasized that this decision follows the judgment of the Supreme Court of Kosovo issued on June 25, which annulled an administrative instruction of the Ministry of Finance, citing the constitutional article prohibiting the simultaneous exercise of ministerial and parliamentary functions.
“This decision reaffirms our commitment to the rule of law, democratic accountability, and institutional integrity. High-level visitors from the EU and member states will temporarily refrain from holding meetings inside the Government building of Kosovo, until a new government is formed,” reads Orav’s letter obtained by Telegrafi.
He added that the purpose of this decision is to avoid uncertainties and misinterpretations, as had happened during the last visit of the EU Special Representative for the Kosovo-Serbia dialogue.
Nevertheless, the EU stressed that it remains fully committed to Kosovo and that cooperation with relevant counterparts in key areas will continue.
“We hope that a government with a full mandate will be formed without further delay, so that we may resume full cooperation and further deepen our political and economic relations,” the letter concludes.
The letter was also shared with Deputy Prime Ministers Besnik Bislimi, Donika Gërvalla-Schwarz, and Emilija Redžepi, as well as with the ambassadors of EU member states in Kosovo.

“I am writing to you on behalf of the Heads of Mission of the EU Member States present in Kosovo.
Following the judgment of the Supreme Court of Kosovo (P.A.nr.09/2025, dated June 25, 2025), which annulled the Administrative Instruction of the Ministry of Finance, Labour and Transfers No. 01/2025 on the Use of Electronic Fiscal Devices, Fiscal Systems and Fiscal Software, based on Article 71 of the Constitution prohibiting the simultaneous exercise of ministerial and parliamentary functions, the European Union has adjusted its engagement practices accordingly, after consultations with EU Member States.
In line with this judgment, and in the interest of institutional stability and respect for the rule of law, high-level visitors from EU Member States and EU institutions will temporarily refrain from holding meetings with the Acting Prime Minister and ministers inside the Government building of Kosovo, until a government with a full mandate is in place.
This decision reaffirms our principled commitment to the rule of law, democratic accountability, and institutional integrity.
This letter also aims to avoid any uncertainty or misinterpretation in the future, as occurred during the recent visit of the EU Special Representative for the Belgrade–Pristina Dialogue. We consider it essential that our institutional engagements be fully aligned with the constitutional framework of Kosovo and the rulings of its highest court.
The European Union remains fully committed to constructive engagement and stands ready for essential contacts and coordination. Senior EU officials and those of our Member States will continue cooperating with the relevant counterparts to ensure continuity in key areas of cooperation.
