The European Union has voiced serious concern over rising allegations of police abuse and excessive use of force in Kosovo, according to a report published today by the influential European news platform EURACTIV.

The article highlights that the growing number of reports involving police misconduct is now casting doubt on the EU’s role as one of the primary funders and supporters of the Kosovo Police.

“Rising allegations of police abuse in Kosovo are raising uncomfortable questions for the European Union, the main financier and supporter of the country’s police force,” the article begins.

Over the past few weeks, more than 10 police officers have been suspended in connection with various incidents — including the death of 27-year-old Agon Zejnullahu in Lipjan, which has sparked public outcry and further scrutiny of police conduct.

EU Investment Under Question

The report notes that in the last five years, the EU has invested €3 million in aid and an additional €1.5 million in training for the Kosovo Police, alongside broader support through its rule-of-law mission EULEX.

In comments made to EURACTIV, a senior EU official described police violence in Kosovo as “endemic” — a strong and troubling assessment indicating systemic issues.

Police Response and Reform Measures

In response to the allegations, the Kosovo Police confirmed via email that basic police training will now be extended to six months of theoretical instruction and one full year of practical field training in an effort to improve professional standards and reduce misconduct.

The EURACTIV article is likely to place additional pressure on Kosovo’s institutions as well as the EU itself, which must now balance its strategic support for Kosovo’s institutions with calls for increased oversight and accountability.
