Five Years Delayed – National Code (+383) Still in Implementation Process

The implementation of the national code, which was originally scheduled to be completed in 2018, is still ongoing. This was highlighted by the National Audit Office (NAO) in their financial report on Telekom Kosovo.

Additionally, Telekom Kosovo has been paying employees with different grades for the same position.

“During the audit, we identified that even in 2024 there are salary discrepancies for employees holding the same position. Some examples include: administrators with grades 5 and 7, system administrators with grades 9 and 11, sales coordinators with grades 9 and 10, and media monitoring officers with grades 7 and 10. According to the records obtained from the enterprise, it is worth noting that the number of such cases varied during the year, from 32 in January to 13 in December 2024,” the report states.

According to the auditor’s report, Telekom Kosovo employs 1,712 workers, while wage expenses for this enterprise are estimated at €18,641,000.

The auditor also identified 55 cases where the enterprise covered positions with acting roles (“acting duties”) that exceeded the legally allowed timeframes for such appointments. According to the records, acting positions include: 8 unit managers, 9 team leaders, 20 officers in various roles, 10 technical officers, and 8 other officers serving as acting.
