For Ambassadors, the Kosovo Assembly Remains Unconstituted – They Call for the Constitution to Be Respected

The German and UK ambassadors to Kosovo consider that the Assembly of Kosovo has not yet been constituted, despite Speaker Dimal Basha having declared the constitutive session closed.

Jörn Rohde and Jonathan Hargreaves, in their meetings with President Vjosa Osmani, emphasized that the remaining steps for constituting the Assembly must be carried out in line with the Constitution.

Saturday’s developments, when Speaker Dimal Basha ended the constitutive session without the election of a deputy speaker from the Serb community, prompted the ambassadors to meet with President Osmani.

The German Ambassador, Jörn Rohde, and the UK Ambassador, Jonathan Hargreaves, held separate meetings with Osmani.

Hours later, Hargreaves issued a statement making it clear that, in his view, the Assembly is not yet constituted.

He stated that during his meeting with Osmani they discussed the urgent need for the next steps in constituting the Assembly, stressing that this must be done in accordance with Kosovo’s Constitution, Reporteri writes.

“It was a pleasure to meet with President Osmani today. We discussed the close partnership and emphasized the urgent need for the next steps in forming the Assembly, in line with the Constitution of Kosovo,” Hargreaves wrote.

Meanwhile, Rohde issued a statement the previous day, expressing concern over the “ongoing political and institutional deadlock.”

He also raised concerns over recent public discourse that casts doubt on judicial decisions.

“Thank you, Madam President, for the fruitful discussion! During the meeting, I expressed my concern about the ongoing political and institutional deadlock, as well as recent public discourse that questions judicial decisions, as such developments risk undermining public trust in the independence and integrity of the judiciary,” Rohde stated.

Osmani told the ambassadors that she will act fully in line with the Constitution and applicable laws.

“The President reaffirmed that, as always, she will act fully in accordance with the Constitution and applicable laws, ensuring institutional stability and respect for the will of the citizens of Kosovo,” the Presidency emphasized in its statement.

Despite the failure to elect a Serb deputy speaker, Speaker Dimal Basha declared the Assembly constituted on Saturday, closing the session.

On Monday, Osmani met with Basha, where he presented his position regarding the constitution of the Assembly. Osmani informed him that the Presidency’s legal team is currently analyzing the constitution process of the Kosovo Assembly.

“The President emphasized that, as always, she will act fully in line with the Constitution and applicable laws, ensuring institutional stability and respect for the will of the citizens of Kosovo,” the Presidency reiterated.
