Former Constitutional Court Judge Proposes Dissolution of Kosovo’s Assembly to Break Political Deadlock

Kadri Kryeziu, former judge of Kosovo’s Constitutional Court, has proposed a solution to the ongoing deadlock in the Kosovo Assembly.

Writing on Facebook, Kryeziu argued that the mandate won on February 9, 2025, should be returned to the people, allowing voters to give their verdict on the performance of political parties.

He called for parties to urgently agree on a two-point action plan, which includes the dissolution of the Assembly so that the President can call early elections.

“Even if tomorrow all parties reconcile in goodwill, some things are already too late. The ninth legislature, elected on February 9, 2025, has lost credibility to continue forming a government. The mandate should be returned to the people so the sovereign can decide who deserves reward or punishment for the events in the endless constitutive sessions of the Assembly.”

The two-point plan proposed by Kryeziu:

  1. Joint vote for the Speaker and Deputy Speakers of the Assembly, completing the constitutive process.
  2. Extraordinary session in which deputies vote on the self-dissolution of the Assembly in accordance with Article 82, paragraph 2, of the Constitution. Following this vote, the President decrees the dissolution and then announces early elections.

Kryeziu warned that any alternative solution would be like “adding flour and water to a mixture,” potentially discouraging citizens from participating in future elections.
