GAP Report: Kosovo Mayors Fulfilled Just Over Half of Their Election Promises

The GAP Institute has released a report analyzing the fulfillment of election promises by Kosovo mayors during their 2021–2025 mandate.

According to the report, mayors collectively made 1,815 election promises, but have implemented only 918 of them.

Specifically:

  • Përparim Rama, Mayor of Prishtina, made 206 promises in 2021 but fulfilled only 73 over the four-year term.
  • Shaqir Totaj, Mayor of Prizren, made 78 promises and delivered 42.
  • Alban Hyseni, Mayor of Gjilan, promised 109 initiatives, of which only 55 were realized.

Bekim Salihu, a GAP researcher, highlighted these figures during a press conference on Monday, emphasizing the gap between campaign promises and actual implementation, raising concerns about accountability and trust in local governance.
