In a rare and significant development, German authorities have finalized an emergency preparedness plan for hospitals in Berlin, aimed at responding to possible war scenarios or major disasters.

According to local media, the plan is the result of a two-year collaboration between the Berlin Ministry of Health, the German military (Bundeswehr), and 12 major hospitals in the capital. For security reasons, the full document remains classified.

The emergency plan is designed to address a range of high-risk situations, including:

Military attacks in the metropolitan area

Hybrid threats

Natural disasters

Collapse of critical infrastructure

Key elements of the plan include ensuring hospital operations during crises, coordinated patient distribution, maintaining medical and energy reserves, and securing essential services under extreme conditions.

This strategic move by Berlin comes amid rising geopolitical tensions in Europe, especially in light of the ongoing war in Ukraine and the growing threat from Russia.

Recent warnings from German military and intelligence leaders suggest that Russia could test NATO’s defense readiness within the next four years. They caution that Moscow is significantly expanding its conventional military capabilities, and by the end of this decade, the Russian army could be prepared for a direct assault on NATO member states.

Germany’s proactive stance signals growing awareness across Europe of potential large-scale conflict scenarios—and the need to reinforce civil defense and health infrastructure as part of broader national security planning.
