GJKKO Upholds Suspension of Deputy Prime Minister Belinda Balluku

On November 22, 2025, after a session lasting over three hours, Deputy Prime Minister Belinda Balluku left the GJKKO premises following the hearing regarding alleged abuses in the “Llogara” and “Unaza e Madhe” tenders.

The Special Appeals Court (GJKKO) decided to uphold the earlier ruling, maintaining Balluku’s suspension from her duties as Deputy Prime Minister and Minister of Energy and Infrastructure, along with a passport block. Upon leaving, Balluku declined to comment.

Also exiting the premises were Balluku’s deputies, Erald Elezi and Gentian Gjyli, who have been sentenced to house arrest.

Earlier, the session had been delayed by two hours to allow the lawyers to review the case files. The proceedings began at approximately 11:00 AM. Among those present in court were Balluku’s sister and lawyer, Pamela Qirko, KESH head Erald Elezi, and ARRSH director Gentian Gjyli.

The suspension had been imposed two days ago on the grounds that Balluku, together with the directors of Rrugët and KESH, could potentially tamper with or destroy evidence. Additionally, the court implemented a travel ban, preventing the Fier district deputy from leaving the country.
