Gruda on Tomorrow’s Session: No Room for Political Agreements Beyond the Constitution

Perparim Gruda, a member of the Democratic Party of Kosovo (PDK), stated that PDK deputies will not attend the parliamentary session scheduled for Wednesday, deeming it unconstitutional and illegal. The 11:00 a.m. session agenda includes the formation of parliamentary committees, the budget, and international agreements.

Gruda emphasized that, regardless of any political will among parliamentary groups, these agenda items cannot proceed as they are unconstitutional and illegal.

“There can be no political agreement that overrides the Constitution and the law; there is simply no ground for such an agreement. This is not about whether we have political will or not — the Constitution and the law exist to define the framework of political power and set the limits of political action. If a political act can go beyond the Constitution and the law, then we are no longer a society based on the Constitution and law,” Gruda told Interaktiv.

He further noted that even the Vetëvendosje movement is aware that the 11:00 a.m. session called for Wednesday is unconstitutional.

“Every minister in this government, the prime minister, and VV deputies know that tomorrow’s session is unconstitutional and illegal, yet everything is being done for propaganda purposes and to campaign for early elections,” he added.

Gruda described the processing of budget and committee items on Wednesday as a “theater.”

“Tomorrow, we could witness an absurd situation where the acting prime minister and finance minister take the floor to present the budget bill, then sit in the front row and vote as deputies. This is pure theater,” he said.

Two separate sessions will be held on Wednesday at the request of Vetëvendosje, on the final day of the constitutional deadline for forming a government. In the first session, which focuses on forming committees necessary for reviewing the budget, political parties PDK, LDK, AAK, and NISMA have confirmed they will not participate.

Although these parties have confirmed attendance in the second session, they have stated they will not vote for the Konjufca government. If the government vote fails, Kosovo will proceed to early elections.
