Hamas has declared its readiness to release all Israeli captives in exchange for a comprehensive prisoner swap, a guaranteed end to the war in Gaza, and a full Israeli troop withdrawal from the territory, according to group spokesperson Taher al-Nunu.
The statement follows intensive meetings in Cairo between the Hamas negotiating team, led by Khalil al-Hayya, and mediators from Egypt and Qatar, amid stalled ceasefire talks.
“We are ready to release all Israeli captives in exchange for a serious prisoner swap deal, the end of the war, the withdrawal of Israeli forces from the Gaza Strip, and the unrestricted entry of humanitarian aid,” Al-Nunu said on Monday.
He accused Israel of delaying and undermining ceasefire efforts, asserting:
“The problem is not the number of captives, but that the occupation is reneging on its commitments and continuing the war.”
Al-Nunu emphasized the need for international guarantees to ensure Israel follows through on any agreement, especially on entering the second phase of negotiations, which includes a permanent ceasefire and complete Israeli withdrawal.
Talks concluded in Cairo without any concrete progress, sources familiar with the matter confirmed.
Meanwhile, Israeli outlet Ynet reported that a new proposal had been put forward: Hamas would release ten living hostages in exchange for American guarantees that Israel would engage in negotiations on the next phase of the ceasefire agreement.
The initial phase of the ceasefire began on January 19, involving multiple rounds of prisoner exchanges. However, the agreement collapsed within two months as Israel resumed bombings across Gaza.
Hamas continues to call for binding commitments as a precondition for any further releases.
