Hamas has agreed to a draft ceasefire agreement for the Gaza Strip, which also includes the release of dozens of hostages. According to Qatari officials, who mediated the talks, negotiations between Israel and Hamas are “closer than ever” to reaching a deal. Israel confirmed progress in the discussions, though final details are still being worked out, reports VOA.

The proposal outlines a three-phase agreement beginning with a cessation of hostilities, a prisoner swap between Israeli hostages and Palestinian prisoners, the withdrawal of Israeli forces from certain areas of Gaza, and the introduction of humanitarian aid.

Officials expressed optimism on Tuesday about securing a deal before January 20, coinciding with the inauguration of U.S. President-elect Donald Trump. The Qatari Ministry of Foreign Affairs confirmed that the negotiations are productive, though specific details remain confidential.

Key Details of the Agreement
The agreement’s first phase involves the gradual release of 33 hostages, including women, children, elderly individuals, and wounded civilians, in exchange for hundreds of Palestinian women and children imprisoned by Israel, over a six-week period. Five Israeli soldiers are among the hostages, who will be swapped for 50 Palestinian prisoners, including 30 convicted militants serving life sentences.

During the first phase, Israeli forces will withdraw from densely populated areas, allowing Palestinians to return to their homes in northern Gaza. Humanitarian aid will also be increased.

The second phase will focus on additional releases of living hostages, mainly soldiers, in exchange for further Palestinian prisoners. Israeli forces are expected to complete their full withdrawal from Gaza.

In the final phase, the bodies of deceased hostages will be returned to Israel in exchange for a 3-5 year reconstruction plan for Gaza, which will be overseen by international authorities.

The agreement has not yet been finalized, and Israel retains control over certain territories during the first phase. However, international mediators have given Hamas assurances regarding the ceasefire’s continuation. If no alternative government is formed for Gaza during the negotiations, Hamas will continue to control the region.
