Enver Hasani, former President of the Constitutional Court of Kosovo, stated that the Assembly cannot be considered constituted without the election of the Speaker and all Deputy Speakers.
“There is no constituted Assembly without the election of the Speaker and all Deputy Speakers,” Hasani told KOHË.
According to Hasani, the entire procedure followed for the election of Deputy Speakers contradicts the Constitution and Assembly Rules of Procedure.
He also emphasized that this has implications for Kosovo’s international standing, noting that Assembly Speaker Dimal Basha and Vetëvendosje deliberately disregarded the constitutional and legal order.
“The entire procedure followed for the election of Deputy Speakers is contrary to the Constitution of Kosovo, the Assembly Rules of Procedure, and the rulings of the Constitutional Court. From the changes to the agenda to the drawing of lots and the inability of the Serbian candidate to be nominated by the majority of Serbian deputies, this certainly has consequences for Kosovo’s international position and, above all, clearly demonstrates a deliberate disregard for the constitutional and legal order of the Republic of Kosovo by the Assembly Speaker and the party he represents,” Hasani said.
