Haxhiu: Constitutional Court Ruling Unlikely to Pave the Way for Assembly Formation

Acting Minister of Justice Albulena Haxhiu has expressed skepticism that the Constitutional Court will be able to resolve the institutional deadlock that has prevented the formation of the Kosovo Assembly.

“I don’t believe the Constitutional Court will give us a solution through a ruling. The issue is that there is no object [to be reviewed],” Haxhiu said in a statement to the media.

She emphasized that the request submitted by the AAK to the Court lacks sufficient legal basis, particularly because no formal decision from the Assembly exists that could be challenged.

“There is no adopted decision by the Assembly that could be considered a valid object of appeal for the Constitutional Court,” she added, implying that resolving the current deadlock requires new political will, not just legal intervention.

Haxhiu’s remarks come amid ongoing political paralysis following the February 9 elections, where Kosovo’s Assembly has failed multiple times to elect its Speaker, stalling the formation of the new government.
