Head of Serbian Military Intelligence Warns Kosovo Serbs Ahead of Elections via Telegram Groups

In social media networks and Telegram groups widely used by Kosovo Serbs, a statement attributed to Zoran Stojković, the Head of Serbian Military Intelligence, has recently been circulated as if it were new and current, despite the fact that the statement is old.

In the message, Stojković claims that there is no place in the security services for individuals who do not carry Kosovo and “Metohija” in their hearts, while also referencing the return of Kosovo through the Serbian military. Although outdated, the statement is being deliberately reframed and redistributed in the sensitive period just before the elections.

According to analysts, the dissemination of this message serves several strategic objectives:

  • To intensify nationalist sentiment among Kosovo Serbs
  • To signal that those involved in the Banjska attack — including figures linked to the Serb List leadership — were prepared and supported by the Serbian state
  • To warn voters that the Serb List should be their only political option in the elections
  • To label and stigmatize as “traitors” anyone who does not align with this narrative or voting choice

This represents a clear and concrete example of hybrid threat tactics currently employed by Serbia, with methodologies long associated with Russian influence operations. These tactics rely on manipulation, intimidation, and psychological pressure, using modern digital platforms such as Telegram to shape perceptions, mobilize ethnic sentiment, and influence political behavior.

Such practices demonstrate how technology-driven information operations are increasingly used to interfere in democratic processes, particularly in fragile and ethnically sensitive environments like Kosovo.
