Health Insurance Law Seen as a Prerequisite for Economic Growth in Kosovo

The Health Insurance Law in Kosovo, as a prerequisite for economic growth, was a central topic at the annual conference organized by the Association of Private Hospitals of Kosovo (ASPK).

The adoption of the Health Insurance Law was well-received during the discussions, with a focus on the critical role that private hospitals play in patient care.

Oscar Gaspar, President of Private Hospitals in Portugal, highlighted that most healthcare services in Portugal belong to the private sector, with private providers offering hospitals, laboratories, diagnostics, and pharmaceuticals. However, the key component of financing is public, with two-thirds of funding directed to the private sector. Gaspar explained that, on average, 5% of Gross Domestic Product (GDP) globally is spent on healthcare. In Portugal, 30% of healthcare funding is directly paid by patients, a percentage he believes should be reduced.

Amir Keka, Director of the Health Insurance Fund in Kosovo, emphasized that public and private sectors can complement each other to create a more efficient healthcare system. He stressed the importance of collaboration between these sectors to ensure comprehensive healthcare for all citizens. Keka also highlighted the potential of the private sector to offer advanced and specialized training for healthcare workers, which could improve expertise in both public and private institutions.

Lulzim Rafuna, President of the Kosovo Chamber of Commerce, noted that health insurance is a fundamental prerequisite for sustainable economic growth. Rafuna emphasized that a healthy workforce helps companies to be more productive, and productive companies are the driving force behind Kosovo’s economic progress.

Arian Zeka, President of the American Chamber of Commerce in Kosovo, urged relevant authorities to make necessary preparations before implementing the Health Insurance Law. He stated that the law represents a significant opportunity for transforming the healthcare system and strengthening private sector services. Zeka stressed the importance of collaboration between public and private sector stakeholders and the need for careful preparation before the law’s implementation.

The Health Insurance Law is expected to create a framework for better collaboration between the public and private sectors, which can improve healthcare infrastructure and services, ultimately benefiting citizens and fostering economic growth in Kosovo.
