The Basic Court in Prishtina, Special Department, is expected to hold a hearing tomorrow to review the plea agreement reached between the accused Igor Popović and the Special Prosecution of the Republic of Kosovo (SPRK).

Igor Popović, the Assistant Director of the so-called “Office for Kosovo” within the Government of Serbia, was arrested on July 19 at the border crossing point in Bernjak. On August 5, the SPRK filed an indictment against him for inciting division and intolerance due to a speech targeting the Kosovo Liberation Army (KLA/UÇK).

According to the Special Prosecution, Popović is accused of deliberately and intentionally inciting and publicly spreading hatred and intolerance between ethnic groups on July 18, 2025, at approximately 12:00 PM in Rahovec.

“According to the indictment, I.P. delivered a public speech addressing a large crowd, during which he used inflammatory and hateful language, stating among other things: ‘…Serbs have suffered here in the region of Rahovec, Metohija, Kosovo and Metohija, because they are natives with deep roots here and will not allow themselves to be labeled as occupiers, settlers, and expelled by the KLA – a terrorist organization,’ and then went on to rally the citizens by saying: ‘We must remain proud of the bravery of our victims and brothers who stayed behind, and strive for Hoça e Madhe and Rahovec to remain Serbian…’” the official announcement states.

Through these actions, Popović is accused of inciting and deepening distrust and intolerance toward ethnic diversity in Kosovo, as well as undermining coexistence between Serbs and Albanians.

The prosecution has announced that the accused has admitted guilt for the criminal offense he is charged with.

“Based on this, the Special Prosecution of the Republic of Kosovo, along with the indictment, has submitted the plea agreement to the Basic Court in Pristina,” the SPRK states.
