The Kosovo Law Institute (IKD) has announced a press conference scheduled for Saturday, April 19, from 10:00 to 10:30 a.m., at its headquarters on Ilaz Agushi Street, no. 146, Prishtina.
The conference will present IKD’s findings and legal analysis regarding the parliamentary deadlock following the failed constitutive sessions of the Assembly of Kosovo held on April 15 and April 17. The institute is expected to outline a legal roadmap for the continuation of the session on April 19.
“IKD will present its findings on the progress of the constitutive session of the Assembly of Kosovo and the way forward to ensure its continuation,” the announcement states.
After the February 9 elections, the Assembly was convened on April 15 to launch the new legislature by verifying the mandates of incoming MPs. However, the process was derailed after members of the Vetëvendosje Movement, who also hold government positions, refused to resign from the executive despite being elected as MPs. This move was contested by PDK, LDK, and AAK, blocking the vote on the mandate verification report.
The deadlock persisted in the second session on April 17, when Avni Dehari, the oldest MP and acting chair of the session, adjourned proceedings without a vote. The session is set to continue on Saturday.
In response to the stalled process, President Vjosa Osmani urged MPs not to obstruct the constitution of the Assembly, emphasizing the need to convene every 48 hours until progress is made.
