The Independent Media Commission (KPM) hosted a team of experts from the European Union’s Election Observation Mission (EOM) for the upcoming 2025 elections. The team, consisting of Agnes Doka, Eirini Skouzou, and Constantin Marza, was received by KPM Chairman Jeton Mehmeti.
Mehmeti highlighted that the meeting was part of an ongoing collaboration between KPM and the Election Observation Mission, and emphasized KPM’s readiness to continue working together until the mission’s mandate is completed.
During the meeting, Mehmeti informed the EU team about KPM’s preparations to monitor media coverage throughout the 2025 national election campaign. He noted that all recommendations from the previous election report have been addressed, and the legal framework has been advanced, with the adoption of Regulation KPM-2024/03 regarding media obligations during the election campaign.
“This regulation, derived from the General Elections Law, sets the obligations of the media in providing fair, balanced, and equal coverage of all political entities during the campaign,” said Mehmeti.
Additionally, KPM has approved an Action Plan for monitoring the media during the 2025 general elections. The plan is divided into three phases: pre-election, during the campaign, and post-election. The pre-election phase includes drafting the media conduct regulations, as well as communicating and raising awareness among licensed media about their obligations during the election process.
As part of this plan, KPM has informed licensed media about the changes to the Election Law and media obligations. The information campaign included notifications via KPM’s official website, official emails, and regional meetings held in Prishtina, Prizren, Gjilan, Pejë, and Mitrovica.
The EU Election Observation Mission stated that they are in Kosovo to assess the current situation and monitor preparations for the upcoming elections in February 2025.
