Is Kosovo’s Energy Regulator Signaling an Electricity Price Increase from April?

Kosovo’s Energy Regulatory Office (ERO/ZRRE) has confirmed that it is reviewing potential changes to electricity tariffs, but stressed that no decision has yet been made on whether prices will increase.

According to the regulator, applications for allowed revenues from licensed operators and suppliers are expected to be submitted next week, after which the regulatory review process will formally begin.

“Following submission, the ERO will conduct a regulatory assessment, including an analysis of justified costs and operational efficiency,” the institution stated in a response to TËVË1.
The final decision on electricity tariffs is expected in March 2026, after the completion of the regulatory process and public consultations, while any approved tariffs would enter into force in April 2026.

At this stage, the regulator emphasized that it cannot prejudge whether electricity prices will rise, fall, or remain unchanged, nor determine the potential level of tariffs, as this will depend exclusively on the outcome of the regulatory review and the justified costs presented by licensed entities.

For reference, on April 16, 2025, the Energy Regulatory Office approved a 16.1% increase in electricity tariffs.
