Kallas in Kyiv: Russia Risks Escalation

The EU’s High Representative for Foreign Affairs, Kaja Kallas, warned in Kyiv that Russia is risking a dangerous escalation following a series of airspace violations by Russian drones and aircraft over EU member states.

“Each time a Russian drone or aircraft breaches our airspace, there is a risk of escalation — whether intentional or accidental. Russia is playing with war, and we are moving beyond the realm of hypothetical conflict,” Kallas stated during a press conference in the Ukrainian capital.

The former Estonian Prime Minister emphasized that to prevent war, Europe must transform its economic power into military deterrence.

NATO has reinforced defenses along its eastern flank, accusing Moscow of testing the Alliance’s air defenses through repeated drone incursions and military flights over Estonia and other member countries.

Kallas’s visit to Kyiv focused on discussions about financial and military support from the EU and the protection of Ukraine’s energy infrastructure, which has been heavily targeted by recent Russian airstrikes.

On October 13, Ukraine was forced to implement power outages in seven central and eastern regions due to what Kyiv called “cynical attacks” by Russia.

Ukraine has retaliated by targeting Russian oil refineries, aiming to weaken Moscow’s war financing. Since early August, Ukraine has carried out over 30 strikes on Russian energy facilities, causing a spike in domestic fuel prices in Russia.

Kallas also signaled Brussels’ support for the potential U.S. delivery of Tomahawk long-range missiles to Ukraine:

“We welcome any means that make Ukraine stronger and Russia weaker,” she said.

U.S. President Donald Trump recently suggested he may authorize the transfer of Tomahawk missiles to Kyiv if Moscow does not end its war — a move that Russian President Vladimir Putin warned would mark a major escalation in the conflict.
