Kaja Kallas, the newly appointed EU foreign policy chief, surprised many by nearly omitting any mention of the critical Kosovo-Serbia dialogue during her confirmation session. This raised concerns among observers about the EU’s future engagement in mediating peace between the two nations.
The EU-led talks, aimed at normalizing relations between Kosovo and Serbia, have been ongoing since 2011 under the mediation of three different EU foreign policy heads: Catherine Ashton, Federica Mogherini, and Josep Borrell. While numerous meetings and agreements have been made, a final resolution remains elusive.
Political leaders of the dialogue, Albin Kurti of Kosovo and Aleksandar Vučić of Serbia, have not met since September 14 of last year. The subsequent attack in Banjska, occurring ten days later, escalated tensions and pushed relations to a critical point.
