European Union High Representative Kaja Kallas has condemned Russia’s latest overnight attack on Ukraine, calling for intensified global action.
In a statement on X (formerly Twitter), Kallas wrote that the assault proves “Russia is determined to inflict more suffering and destroy Ukraine.”
“It is heartbreaking to see children among the victims. My thoughts are with the families today,” she added.
According to Ukrainian officials, three children were among at least 12 people killed in the attacks, which targeted residential areas in Dnipro and a pediatric hospital in Kharkiv.
President Volodymyr Zelensky responded by urging Europe and the United States to impose stricter sanctions on Russia and increase military aid to help Ukraine defend its sovereignty and civilians.
“Every delay in military support and every hesitation on sanctions costs innocent lives,” Zelensky said.
“We need more air defense systems, more ammunition, and more political unity from our allies.”
Military sources reported that Russia used advanced missiles and kamikaze drones in the attack, with dozens of people injured and civilian infrastructure severely damaged.
Kallas emphasized the moral and political imperative for action:
“This is not just a military conflict — it’s a battle for democratic values, for a nation’s right to exist. Silence or neutrality are no longer options.”
EU foreign ministers are expected to meet next week to discuss a new sanctions package, which could include banning exports of dual-use technologies and freezing more Russian assets.
The US and UK also strongly condemned the attack and are preparing to announce additional coordinated measures. A US State Department spokesperson said:
“Every attack on civilians is a war crime. Russia will be held accountable.”
Meanwhile, the humanitarian crisis in Ukraine continues to worsen, with millions displaced and hundreds of thousands in need of urgent aid. The United Nations has renewed its appeal for increased humanitarian funding amid the ongoing violence.
