KEK Clarifies A3 Project Not Canceled, But Temporarily Suspended Due to Complaint

PRISTINA, Kosovo – July 4, 2025 – The Kosovo Energy Corporation (KEK) has responded to reports regarding the capital project “Rehabilitation and Modernization of Unit A3 at the Kosova A Thermal Power Plant.” KEK clarified that the project has not been canceled, but rather temporarily suspended due to a complaint filed with the Procurement Review Body (PRB).

Standard Procedure and Unfounded Complaint

According to KEK, the suspension is a standard legal procedure automatically applied under the Law on Public Procurement when an economic operator files a complaint. “This is neither the first nor the last case of temporary suspension for procedural reasons,” the corporation stated.

KEK announced that on July 2, 2025, the Procurement Officer submitted a request to the PRB for the removal of the suspension, based on Article 112 of the Law on Public Procurement.

KEK asserts that the complaint filed is unfounded, which is also supported by the PRB Review Expert’s report recommending its rejection as inadmissible.

Strategic Importance and Transparency

The corporation emphasizes that the project holds strategic importance for the country’s energy security. It is being developed transparently and fairly, with the support of internal experts and consultancy from USAID. The documentation has been drafted in accordance with international standards.

“We appeal to all parties to avoid disinformation and contribute to a debate based on facts, transparency, and legality,” KEK’s response concluded.
