The Organization of War Veterans of the Kosovo Liberation Army (OVL UÇK) has welcomed the decision of the Supreme Court of the Republic of Kosovo, which annulled the discriminatory provision of Administrative Instruction No. 01/2025 that limited veterans’ right to financial compensation.
In its statement, OVL UÇK said the decision represents a victory for justice and the law, as it restores fairness for many veterans who, despite being employed in the private sector, were denied their legal right to benefit from the compensation scheme.
“The Supreme Court correctly determined that veterans’ rights cannot depend on whether they are employed or not, but rather on the nature of their employer—excluding only those paid from the state budget—while guaranteeing the right for all those working in the private sector,” the statement reported by Klan Kosova reads.
The reaction further emphasizes that this decision clearly confirms that the law protecting the dignity of freedom fighters cannot be distorted by sub-legal acts, and that any attempt to unjustifiably limit veterans’ rights contradicts both the spirit of the Constitution and the values of our liberation struggle.
“OVL UÇK thanks the Supreme Court for its fair and courageous decision, which strengthens the rule of law and protects the rights of those who sacrificed for Kosovo’s freedom,” the statement concludes.
