Kosovo, Albania, and Croatia Publish Full Military Agreement

On Saturday, Kosovo, Albania, and Croatia released the full text of their military alliance agreement, signed by the defense ministers of the three nations on March 18 in Tirana.

Kosovo’s Ministry of Defense announced the publication on Facebook, emphasizing that the agreement reaffirms the commitment of the three states to strengthening security and stability in Southeast Europe and the Adriatic-Ionian region.

The agreement consists of four key points:

  1. Enhancing Defense Capabilities and Industrial Cooperation
    • Developing and acquiring defense capabilities through multinational cooperation.
    • Strengthening the defense industry by ensuring access to resources and supply chains.
    • Investing in new technologies and innovations to unify security transformation efforts.
  2. Improving Interoperability through Education, Training, and Exercises
    • Sharing expertise in recruitment and personnel development.
    • Increasing military education and training opportunities.
    • Conducting joint exercises aligned with NATO and EU policies.
  3. Countering Hybrid Threats and Strengthening Resilience
    • Enhancing joint responses to cyber threats, disinformation, and foreign influence.
    • Sharing intelligence for better strategic and operational coordination.
    • Addressing threats to critical infrastructure and communication networks.
  4. Supporting Euro-Atlantic Integration
    • Aligning policies with Euro-Atlantic security structures.
    • Strengthening cooperation for Kosovo’s regional security integration.
    • Advocating for Kosovo’s participation in NATO’s Partnership for Peace program.

The joint declaration is based on friendship, solidarity, and mutual trust. It reflects the shared strategic vision of Albania, Croatia, and Kosovo but does not impose any new legal obligations or affect existing agreements with other nations.
