Kosovo and Albania Sign Agreement to Form Joint Investigation Teams

The Special Prosecutor’s Offices of Kosovo and Albania have expanded their cooperation by signing an agreement to establish Joint Investigation Teams (JITs), the Special Prosecution of Kosovo announced on Monday.

The agreement was signed during a joint working meeting in Prishtina between Kosovo’s Special Prosecution and Albania’s Special Anti-Corruption and Organized Crime Prosecution (SPAK). Both sides expressed their readiness to work together to enhance inter-institutional coordination and combat organized crime.

Kosovo’s delegation was led by Chief Special Prosecutor Blerim Isufaj, while SPAK was represented by its head, Klodjan Braho. The Albanian delegation also met with Acting Chief Prosecutor of Kosovo, Agron Qalaj.

“During this meeting, we reaffirmed our joint institutional commitment to strengthening the rule of law in both countries, and discussed raising the level of cooperation, coordination, and efficiency in combating crime,” the Kosovo Special Prosecution said.

The two countries have a history of joint operations against organized crime. In 2024, a joint operation supported by Eurojust and Europol dismantled an arms trafficking group operating across Kosovo and Albania, leading to the arrest of 14 suspects.

The agreement underscores the importance of coordinated efforts between the two prosecution offices in criminal justice matters of mutual interest. Kosovo and Albania’s joint initiatives have previously received praise and support from the United States and the European Union.
