Kosovo Assembly to Hold 27th Attempt to Constitute Today Amidst Political Deadlock

Kosovo’s elected deputies will convene for the 27th continuation of the constitutive session of the Assembly today, marking the second attempt in 24 hours. The session, which began on April 15, has been unable to resolve the election of the legislative body’s head.

The session is scheduled to begin at 11:00 AM, with today’s meeting being held due to the upcoming Eid al-Adha holiday on Friday.

The Vetëvendosje Movement, Guxo, and Alternativa parties are insisting on Albulena Haxhiu as the new Speaker of the Assembly. However, the acting Minister of Justice has so far failed to secure the necessary 61 votes required for the position.

Adding to the stalemate, the Constitutional Court has yet to respond to a request filed by the Alliance for the Future of Kosovo (AAK). The AAK’s request pertains to the method of secret voting for the new Assembly head, specifically challenging the Vetëvendosje Movement, Guxo, and Alternativa’s proposal to create a commission to oversee the voting process.

Calls to break the political deadlock have been made both domestically and internationally. President Vjosa Osmani held a meeting with political party representatives on May 15, but even that consultation failed to yield an agreement on the Assembly’s constitution.

The Assembly can only be constituted once the Speaker and five Deputy Speakers are elected. This step is crucial as it paves the way for the formation of a new government.

Following the parliamentary elections on February 9, no single party secured a majority to govern alone, contributing to the protracted political uncertainty.
