Kosovo Assembly Resumes Constitutive Session Amid Deadlock Over Speaker Election

The Assembly of Kosovo will reconvene today at 11:00 to continue its constitutive session, in a renewed attempt to elect a new Speaker of Parliament.

Stalemate in Wednesday’s session

This continuation comes after Wednesday’s failed attempt, when the ruling Vetëvendosje Movement (LVV), as the largest parliamentary party, proposed Albulena Haxhiu and later Donika Gërvalla for the position of Speaker. However, neither secured the required majority of votes.

In the first round, proposed by Glauk Konjufca on behalf of LVV, Haxhiu received 57 votes in favor, 56 against, and 3 abstentions. The outcome was identical for Gërvalla, who also failed to reach the necessary threshold.

Institutional crisis deepens

The ongoing deadlock in electing the Speaker has further delayed the full establishment of Kosovo’s institutions after the recent elections. Analysts warn that the situation is contributing to a deepening institutional and political crisis in the country.
