Although the Speaker and four Deputy Speakers of the Assembly have been elected, the institution has still not been fully constituted. The reason remains the election of the Deputy Speaker from the Serb community.
The Serb List, which holds nine seats, proposed Slavko Simić for this position. However, the only Serb MP outside this group, Nenad Rashiq, also put himself forward as a candidate for Deputy Speaker.
Simić failed three consecutive times to secure the necessary votes, while his party refused to propose another candidate.
Assembly Speaker Dimal Basha, referring to a Constitutional Court ruling – which stipulates that the same name can only be proposed three times – decided that the Serb List candidate should be determined by drawing lots.
From the draw, four candidates emerged: Vera Çeraniq, Stefan Kovaçeviq, and Nenad Rashiq, while Liljana Stefanoviq refused to be voted on for this position. The remaining three candidates were put to a vote, but none managed to secure the required majority to be elected. As a result, the session was postponed to Thursday.
Meanwhile, before voting for the Deputy Speakers from the communities, MPs elected four Deputy Speakers: Albulena Haxhiu from Vetëvendosje, Vlora Çitaku from the Democratic Party of Kosovo, and Kujtim Shala from the Democratic League of Kosovo, all of whom received majority support.
Additionally, the proposal of non-Serb minority communities for rotational Deputy Speakers was approved. From this group, Emilja Rexhepi, Fidan Gjilta, and Artan Asllani will serve on a rotational basis.
