Kosovo’s Minister of Internal Affairs, Xhelal Sveçla, has confirmed that a bomb threat made against the Assembly of the Republic of Kosovo on July 5, 2025, originated from Serbia, characterizing the incident as a hybrid attack against Kosovo’s institutions.

According to Minister Sveçla, the relevant security institutions in Kosovo are treating the case with utmost priority. Investigations have confirmed that the threatening phone call was made using a Serbian-registered number belonging to the MTS telecommunications company.

The phone number in question has been linked to a person identified as Lazar Živković, a Serbian national. Furthermore, Minister Sveçla stated that profiles connected to this number featured images of Ratko Mladić, the convicted war criminal responsible for the Srebrenica genocide, suggesting ideological motives behind the threat.

Kosovo’s institutions are working swiftly to pursue all legal and diplomatic avenues, including seeking international cooperation for the arrest and prosecution of the individuals responsible for the threat. Minister Sveçla emphasized that those who issue threats and seek shelter in Serbia, regardless of the backing they may receive from Serbian authorities, will not evade justice.

This incident adds to growing concerns about Serbia’s role in enabling hybrid threats against Kosovo, ranging from cyberattacks to disinformation and intimidation tactics. The Kosovo government reiterated its commitment to protecting its democratic institutions and holding accountable anyone who threatens national security.
