The Constitutional Court of Kosovo has published the full ruling regarding the constitutive session of the Kosovo Assembly.
The Court emphasized that the 30-day deadline for forming the Parliament has now begun.
It further clarifies the procedures to be followed during the session:
“The presiding officer of the Constitutive Session must proceed with point 3 of the agenda, approved on April 8, 2025, and in accordance with paragraph 2 of Article 67 of the Constitution [Election of the Speaker and Deputy Speakers], invite the representative of the largest parliamentary group to propose a candidate for Speaker of the Assembly of the Republic of Kosovo, who shall be elected through an open vote, which may be repeated up to three times for the same candidate,” the ruling states.
Accordingly, the Court mandates that the elected members of the Assembly must elect the Speaker and Deputy Speakers in accordance with points 3 and 4 of the agenda of the Constitutive Session within 30 days from the entry into force of this ruling.
