Kosovo Constitutional Court Suspends Presidential Decree, Halts Parliamentary Actions Until March 31

The Constitutional Court of Kosovo has imposed a temporary measure suspending the presidential decree on dissolving parliament, effectively halting any actions by both the president and the parliament until March 31, 2026.

The decision concerns the decree issued by Vjosa Osmani to dissolve the Assembly of Kosovo.

The court’s move comes after Albin Kurti submitted the decree for constitutional review last Friday.

According to the court’s ruling issued on March 9, 2026, the judges unanimously decided to impose an ex officio temporary measure, suspending any actions related to Decree No. 24/2026 dated March 6, 2026.

The decision states that both the President of Kosovo and the Assembly are prohibited from taking any actions related to the decree during the period defined by the court.

The ruling also specifies that the temporary measure entered into force on March 9, 2026, and will remain valid until March 31, 2026, while the court continues reviewing the constitutional aspects of the case.

The development marks a significant step in the ongoing institutional dispute over the dissolution of parliament in Kosovo.
