The Kosovo Correctional Service (ShKK) actively participated in the 3rd Regional Conference titled “Impressions from the piloting of specific tools and programs for VEP and the way forward in the Western Balkans,” held from June 3-4 in Budva, Montenegro.
The conference aimed to review experiences and results from the pilot implementation of specialized tools and programs for preventing radicalization and rehabilitating violent extremist prisoners (VEP) in the region.
During the conference, findings from the pilot phase were presented. Over 60 penitentiary system professionals from Western Balkan countries, including Kosovo, worked with more than 700 prisoners between August 2024 and March 2025. This process highlighted both successes in managing and rehabilitating radicalized prisoners, as well as challenges related to existing post-release support systems.
“Representatives of the Kosovo Correctional Service shared their institutional experience in handling cases of radicalism in prisons and emphasized the importance of continuous staff training and the integration of these tools into national legislation. They expressed the institution’s commitment to further advancing rehabilitative approaches and contributing to joint regional efforts for security and effective reintegration of prisoners into society,” stated the ShKK announcement.
