Voter Turnout and Assistance in Kosovo Elections: DnV Reports

According to Demokracia në Veprim (DnV), by 12:00, approximately 14.5% of eligible voters had participated in the elections, representing around 1,970,944 citizens with the right to vote. Notably, the voter turnout in Serb-majority municipalities was reported to be above 24%, nearly double the national average.

DnV observers highlighted that over 52% of polling stations experienced difficulties in locating voters’ names, affecting up to 10 cases at some stations. Additionally, in 6% of polling stations, the number of citizens reporting such difficulties reached up to 50 instances.

Eugen Cakolli from DnV suggested these issues might stem from changes made by the Central Election Commission (KQZ) to accommodate an increased number of voters. Although voters were informed about the adjustments and had the chance to check their voting stations through the electronic system, the confusion persisted.

Regarding irregularities, difficulty in finding names on the voter list remained the primary issue, reported at more than 50% of polling stations.

Furthermore, by noon, 6% of voters had voted with assistance, a figure consistent with previous elections. This included citizens with literacy difficulties or physical disabilities, the latter requiring medical proof. Of those voting with assistance, 2.3% were women, mainly from rural areas.
