EU’s Kallas and Kos Call on Kosovo to Implement Dialogue Commitments Without Delay

Following Kosovo’s parliamentary elections, EU foreign policy chief Kaja Kallas and Enlargement Commissioner Marta Kos have urged Kosovo to fulfill its obligations under the Agreement on Normalization and previous dialogue agreements without delay or preconditions.

In a joint statement, Kallas and Kos praised the elections as peaceful and democratic but stressed that Kosovo must adhere to its commitments under the EU-facilitated dialogue.

“Kosovo is expected to implement its obligations from the Agreement on the Path to Normalization, as well as all past Dialogue agreements, without further delays or preconditions. There is no alternative to the EU-facilitated Dialogue,” the statement reads.

The EU officials also reiterated their commitment to working with Kosovo’s newly elected government to support the country’s path toward EU membership, including the benefits of the Growth Plan for the Western Balkans.

“We call on Kosovo’s authorities to engage in responsible regional cooperation, intensify efforts to strengthen the rule of law and public administration, and protect freedom of expression. Progress in normalizing relations with Serbia is the only way for Kosovo to advance on its European path,” the statement added.

The European Commission also reaffirmed its readiness to prepare an opinion on Kosovo’s EU membership application as soon as the Council requests it. Kosovo submitted its application in December 2022.
