Kosovo’s Path to the EU: Ambassador Aivo Orav Highlights Key Steps for 2025

EU Ambassador to Kosovo, Aivo Orav, shared his vision for Kosovo’s progress toward European Union integration in a New Year’s message that emphasized reforms, cooperation, and unity as essential to achieving this goal.

Speaking about Kosovo’s potential, Orav highlighted the overwhelming support for EU accession among Kosovars. A recent EU-commissioned survey revealed that 92% of respondents back Kosovo’s EU membership, with 91% expressing positive views of the EU. “This reflects a welcoming environment for an EU Ambassador,” said Orav.

The Growth Plan: A Catalyst for Reforms

Orav underscored the importance of the EU’s €6 billion Growth Plan, which enables Western Balkan countries, including Kosovo, to benefit from partial integration into the EU Single Market before full membership. He noted that Kosovo can access over €880 million under the Reform and Growth Facility, contingent on implementing key reforms outlined in its Reform Agenda.

“My message to Kosovo is to make full use of the Growth Plan. The pace of integration is in Kosovo’s hands and depends on its readiness and track record in implementing reforms,” Orav stated.

Addressing Challenges in the North

The Ambassador also pointed to challenges in the north of Kosovo, calling for a sustainable solution that ensures safety and security for all communities. “The EU envisions a region where all communities live side-by-side in peace and feel represented by effective governance,” he said.

Safeguarding Democratic Processes

With parliamentary elections scheduled for this year, Orav emphasized the importance of transparent and inclusive elections. He warned about the global threat of disinformation, referencing recent incidents in other countries, and stressed the EU’s role in preserving information integrity.

“The integrity of information and voters’ access to reliable content are critical to democracy,” Orav remarked, adding that the EU has commissioned a study on disinformation to protect Kosovo’s electoral process.

The EU’s Continued Commitment

Reaffirming the EU’s support, Orav said the bloc remains Kosovo’s largest trading partner, investor, and financial backer. “Reforms are not just about joining the EU but ensuring a better life for all Kosovars,” he noted.

A New Year’s Wish

Looking ahead, Orav expressed hope for a year of progress, prosperity, and peace. “My New Year’s resolution is to deepen my understanding of Kosovo and its people and to help bring Kosovo even closer to the EU,” he concluded.
