Kosovo Government Meeting: Key Decisions on Economic Revival, Infrastructure, and Social Support

The acting Government of Kosovo held its 270th session today, approving several measures under the Economic Revival Package, infrastructure projects, and social support initiatives. Key decisions include:

Student Support:

  • Mobility Scholarship: A new measure (3.8) under the Economic Revival Package will provide mobility scholarships to students from families with below-average incomes. The scholarship amount is calculated based on the distance between the student’s residence and their university. Total funding: €20 million.
  • One-time Financial Aid: A €100 one-time grant will be provided to all eligible students to help cover the start-of-academic-year costs. Total funding: €6 million.

Infrastructure Projects:

  • Waste Management Project – Peja Sanitary Landfill: Final expropriation approved for properties required for the project in Lutogllavë cadastral zone, Peja. This €45 million project is co-financed with the EU and KfW and represents a major investment in Kosovo’s waste management sector.
  • Ibar River Bridge – Mitrovica: Preliminary expropriation approved for properties needed to build the bridge connecting North and South Mitrovica, ensuring legal compliance for property acquisition.
  • Vitis Highway Interchange – “Arbër Xhaferi” Highway (Prishtina–Hani i Elezit): Further review approved for property expropriation. The project, valued at nearly €3 million, will enhance local economic connectivity and equal access across the country.

Social Support Measures:

  • Food Vouchers for Families in Need: €1 million allocated to support vulnerable households under the Economic Revival Package.
  • Electricity Support Program: Aimed at vulnerable electricity consumers. Eligible households with average monthly incomes below €150 per member and property value under €100,000 will receive direct support covering October–March bills. Payments will be made directly to consumer accounts. Previous beneficiaries do not need to reapply unless their residence or meter has changed. Detailed application guidelines will be published soon.
  • School Materials Subsidy: €2.5 million allocated for textbooks and learning materials for the 2025/2026 academic year.

Cultural and UN Projects:

  • Cultural Heritage Integration in Spatial Planning: €50,000 allocated.
  • Projects via UN Agreements: €150,000 allocated to implement joint projects in cooperation with UN bodies.

These decisions aim to strengthen social support, improve infrastructure, and promote regional development, while ensuring financial assistance reaches those most in need.
