The Agency for Information and Privacy (AIP), the Office of the State Prosecutor (OSP), the Kosovo Police (KP), the Police Inspectorate of Kosovo (PIK), and the Association of Journalists of Kosovo (AGK) have signed a multi-institutional cooperation agreement to protect personal data and ensure respect for the right to privacy, particularly in the context of public communication and media reporting.
Leaders of the involved institutions—Krenare Sogojeva-Dermaku, Besim Kelmendi, Gazmend Hoxha, Kushtrim Hodaj, and Xhemajl Rexha—pledged full implementation of Law No. 06/L-082 on the Protection of Personal Data. They emphasized the importance of balancing freedom of expression with the protection of citizens’ personal information in media reporting.
Key Objectives of the Agreement:
- Prevent unauthorized disclosure of personal data in media and public spaces.
- Strengthen institutional regulations for data protection.
- Enhance professional capacities of institutional and media personnel regarding data protection standards.
The agreement reflects a joint institutional commitment to uphold privacy rights, safeguard data confidentiality, and promote media freedom and professional journalism in line with democratic standards. It also aims to protect the integrity of investigative and judicial processes.
The agreement addresses public concerns over the publication or distribution of personal data by media or third parties, limiting such actions only to cases clearly permitted by law or through explicit judicial authorization.
To oversee implementation, the signatory institutions will establish a Joint Coordinating Group, which will monitor the enforcement of the agreement and take necessary steps to fulfill their obligations in protecting the personal data of Kosovo citizens.
