Kosovo Insurance Bureau: Today’s Search and Investigation Case Was Initiated by Us Following Findings from an Internal Audit

The Prizren Basic Prosecution today launched a large-scale investigative operation in cooperation with around 300 police officers, who carried out multiple search actions at various locations.

As part of this operation, the former Executive Director of the Kosovo Insurance Bureau (KIB), Sami Mazreku, and the former Finance Director, Valon Berisha, were arrested.

Following these developments, the Kosovo Insurance Bureau issued an official statement, clarifying that the case currently being handled by the Prizren Basic Prosecution—and which involves reported searches and investigative actions—was initiated by KIB itself, in its capacity as the injured party, based on findings identified in an internal audit report.

“As part of the Bureau’s ongoing commitment to transparency, institutional integrity, and the protection of the public interest, following the identification of serious violations and suspicions of abuse, KIB has taken immediate legal action by referring the relevant findings to the competent law enforcement and justice authorities. The Kosovo Insurance Bureau has cooperated and continues to cooperate fully and actively with the Prosecution and the Kosovo Police, providing all necessary documentation and information for the development of the investigations,” the statement reads.

The Bureau further emphasized that it remains committed to strengthening internal control mechanisms, preventing abuses, and ensuring responsible management of financial resources, in full compliance with the applicable legislation.

“The Kosovo Insurance Bureau reiterates its respect for the principle of the presumption of innocence and believes that the justice authorities will fully clarify this case by acting in accordance with the law. Any further developments will be communicated to the public in a timely manner through the Bureau’s official channels. The Kosovo Insurance Bureau expresses its gratitude and special appreciation to the competent prosecution offices and the Kosovo Police for their professional engagement, swift actions, and proper institutional cooperation in handling this case. This cooperation demonstrates a shared commitment to strengthening the rule of law, combating abuse, and protecting the public interest.”

The operation is reportedly related to several alleged criminal offenses, including “Abuse of Trust,” “Abuse of Authorizations in Economic Activity,” “Assisting in Abuse of Trust,” and “Document Forgery.”

In addition to the large number of police officers involved, numerous prosecutors are also participating in the investigation.

So far, around 45 individuals are reportedly suspected in this case.

According to the prosecution, the alleged damage caused to the budget of the Kosovo Insurance Bureau amounts to approximately €1 million.

It is further alleged that Mazreku and Berisha obtained the bank account details of 45 citizens, through which financial funds were transferred via pre-prepared agreements, from which they are suspected to have personally gained thousands of euros.
