Kosovo Faces 16th Attempt to Constitute Parliament Amid Political Standoff

As Kosovo enters its third month of institutional deadlock, today marks the 16th consecutive attempt to constitute the Parliament following the February 9 elections. The session—scheduled to resume at 10:00 AM—has become a symbol of the political impasse, with failed efforts repeating every 48 hours since April 15.

The Vetëvendosje Movement (LVV) continues to push for Albulena Haxhiu as Speaker and demands a shift to secret voting, both of which have been resisted by PDK, LDK, AAK, and Lista Serbe. These parties have consistently refused to nominate members for the Voting Commission, a procedural requirement.

Deepening Disagreements

PDK and AAK have proposed alternative candidates from within LVV, but insist the party replace Haxhiu to move forward. Meanwhile, LDK maintains a firm position against supporting any LVV proposal. So far, Haxhiu has failed to secure the minimum 61 votes, maxing out at 57 in all previous rounds.

LVV remains steadfast. Party officials have declared they will not withdraw Haxhiu’s nomination nor abandon the call for a secret ballot, intensifying the stalemate.

President Osmani Steps In

In an effort to broker a compromise, President Vjosa Osmani has summoned party leaders to a joint meeting today at the Presidency at 13:00. Albin Kurti (LVV), Memli Krasniqi (PDK), Lumir Abdixhiku (LDK), and Ramush Haradinaj (AAK) have all confirmed attendance.

The President is expected to begin a series of consultations, both with majority party leaders and in separate talks with minority community representatives, to resolve the crisis.

“Failure to constitute the Assembly poses a serious constitutional risk and weakens institutional credibility both domestically and internationally,” Osmani warned earlier this week.

With tensions mounting and governance frozen, today’s political showdown could mark a turning point—or another dead end—in Kosovo’s struggle to move past electoral limbo.
