Kosovo Parliament to Resume Tomorrow in 50th Attempt to Constitute Assembly

Pristina, July 20, 2025 — The newly elected deputies of the Kosovo Assembly will reconvene on Monday at 11:00 AM, in what marks the 50th attempt to formally constitute the ninth legislature, following the February 9 parliamentary elections.

Saturday’s session once again ended in failure, with no progress made toward electing the Speaker of the Assembly — the key step necessary to complete the constitutional formation of the legislature.

Avni Dehari, the acting chair of the session, urged political parties that have yet to nominate members for the Secret Ballot Voting Commission to do so. His call was again ignored by the opposition and some independent MPs.

Out of 90 deputies present, only 50 voted in favor of forming the commission. As in previous sessions, no votes were cast against or in abstention, but a significant number of MPs refused to participate in the vote, effectively blocking the process.

The deadlock remains centered on the election of the Assembly Speaker, a crucial procedural hurdle that has now left Kosovo without a fully functional legislature for more than four months, paralyzing the formation of the new government and stalling all legislative activity.
