PDK MP Behrami Accuses President Osmani of Covertly Extending EULEX, Special Court Mandates; Presidency Calls it “Slander”

Artan Behrami, a Member of Parliament from the Democratic Party of Kosovo (PDK), has directed accusations at the country’s President, Vjosa Osmani, alleging she covertly extended the mandate of EULEX in Kosovo, and consequently, that of the Specialist Chambers (Special Court).

Behrami claimed in a Facebook post that Osmani undertook this action “insidiously and without public debate.”

SCANDALOUS: The President of Kosovo, Vjosa Osmani, through an exchange of letters with the EU, has extended the mandate of EULEX, and consequently, of the Special Court in Kosovo. She did this insidiously, without public debate, in a secret manner.”

He further stated that Osmani is hiding the content of these agreements. “The continuation of the EULEX mission, after the injustices at the Special Court and without debate, is scandalous. The President should have negotiated the extension of the mandate, at least on the condition that EULEX takes over the guarantees requested by the Special Court for release from detention and protection at liberty of KLA leaders. EULEX is the main mechanism of the Special Court in Kosovo,” Behrami wrote.

Presidency Rebuts Claims as “Slander”

The Presidency promptly reacted, calling Behrami’s statement “slander.”

“Deputy Artan Behrami would do well not to slander. The President neither determines nor extends the mandate of the Special Court. The mandate of this court was determined by a constitutional amendment voted by 2/3 of the Assembly of Kosovo, and it cannot be changed, terminated, or extended by the institution of the Presidency,” the Presidency responded.

Furthermore, the response stated that Osmani has not signed any document regarding the EULEX mandate, even though, they noted, “it is fully within her mandate to do so.”

“The President has not yet signed anything regarding the EULEX mandate, even though it is fully within her mandate to do such a thing, just as it was within President Thaçi’s mandate when he extended EULEX’s technical mandate for mentoring, monitoring, and advising. The extension of EULEX’s mandate was determined in the EU Council Decision dated June 5, 2025, a decision that is public,” the reaction concluded.
