Kosovo Police Announces Operational Plan to Ensure Security During November 9 Runoff Elections

The Kosovo Police has unveiled a comprehensive operational plan aimed at ensuring security, order, and the smooth conduct of the November 9 municipal runoff elections.

In its official statement, the Police said it has finalized all necessary preparations to safeguard the electoral process across the country, including the transport and protection of sensitive electoral materials and the deployment of officers throughout voting centers and other key locations.

The operational directive, developed specifically for the runoff elections, outlines measures for the implementation of the police operation during all stages of the process, ensuring the safety of voters, election officials, and materials from the beginning until the conclusion of the operation.

The Police also announced additional security measures, including the appointment of liaison officers with the Central Election Commission (CEC) and other institutions involved in the process. Furthermore, a detailed guideline for police officers has been issued, clarifying their legal duties and responsibilities during the election period.

“The purpose of this operational order is to create a calm and secure environment for all citizens of the Republic of Kosovo, to maintain public order, peace, and security before, during, and after the runoff elections, and to ensure the protection of all electoral sites and materials,” the statement reads.

“The Police will also initiate legal procedures against anyone violating the right to vote, or committing offenses against free and democratic elections, in close coordination with the State Prosecutor’s Office,” it adds.

As part of the preparation, on November 7, 2025, the Kosovo Police held a coordination meeting with regional police directors and senior management officials from the General Directorate. The meeting focused on clarifying duties, security points, and operational activities to ensure full readiness.

The Police also urged all political leaders and citizens to report any information related to security issues through the official channels — by calling 192, emailing [email protected], or contacting the nearest police station — so that immediate legal actions can be taken if necessary.

The Kosovo Police reaffirmed its full commitment to fulfilling its responsibilities and ensuring free, fair, and peaceful elections across the country.
