At the General Directorate of the Kosovo Police, a high-level meeting was held under the leadership of Director General Colonel Gazmend Hoxha, accompanied by the senior management staff. The focus was on the implementation of the police plan for the “Local Elections 2025” and the periodic work analysis.
The meeting gathered the Deputy Director of the Kosovo Police, department directors, division heads, regional directors, and station commanders. They were briefed on planning, assessments, and operational commitments to ensure security and the smooth running of the upcoming elections, described as a key democratic process for the country.
Prioritizing Security and Order
Director Hoxha emphasized that creating a calm and secure climate for all citizens of the Republic of Kosovo remains a top priority. He underlined the importance of maintaining order, peace, and public safety before, during, and after the electoral process.
He also highlighted issues of overall security, discipline at work, and the performance of police officers, stressing that professionalism and dedication are crucial for fulfilling the mission and vision of the Kosovo Police.
Four Phases of Election Operations
The operational plan foresees the police mission in four phases:
- Pre-election period – preparatory and evaluation stage.
- Election campaign phase – ensuring security during political activities.
- Election Day (D-Day) – full engagement to guarantee safety at polling stations.
- Post-election phase – secure transport and protection of sensitive election material until the completion of the process.
Increased Coordination and Oversight
The Kosovo Police will deploy a sufficient number of officers from various units, while also appointing liaison coordinators with the Central Election Commission (CEC) and other institutions involved.
Discussions also focused on initiating and processing any criminal acts against voting rights, with strict measures to be taken in cooperation with the State Prosecutor against anyone violating the laws safeguarding free and democratic elections.

The Kosovo Police leadership reaffirmed its commitment to professionalism, transparency, and impartiality, pledging to uphold legal responsibilities in service of the citizens and the country.
