Kosovo Prepares for Electricity Price Hike: ZRrE Review Ongoing

Nearly a month has passed since Kosovo’s three main energy operators—KEDS, KESCO, and KOSTT—requested increases in electricity tariffs. The applications are currently under review by the ZRrE (Energy Regulatory Office).

According to ZRrE, “the evaluation of these applications is ongoing and is being conducted by ZRrE experts through detailed technical and financial analysis, in line with the current legal and regulatory framework. Once completed, the relevant reports and proposed tariffs will be published and subjected to further procedures, including public consultation, before any final decision is made.”

Energy expert Adhurim Haxhimusa predicts that the likely outcome will be an increase in electricity tariffs for consumers in Kosovo, citing production challenges at KEK, particularly due to the recent renovation of a Kosovo B power block, which had been out of operation for an extended period. During this downtime, Kosovo had to rely more heavily on imported electricity.

Civil society group “Asnjë cent më shumë” is also preparing for the potential rise, warning of protests and other initiatives to oppose the decision. Luan Hasanaj of the group emphasized the impact on citizens and businesses, stating that the community will not remain silent if the increase is approved.

KESCO specifically has requested a tariff hike of over 20% for 2026, citing rising operational costs and the need to ensure a stable energy supply.
