Kosovo Presidency Launches New Tender for Feasibility Study of New Presidential Building

The Presidency of Kosovo has announced a new tender for the development of a feasibility study for the construction of a new Presidential building.

Unlike the previous, canceled tender, this new plan has removed certain spaces considered more luxurious, such as a ballroom, sleeping suites, private family rooms, private dining/study rooms, and private gardens and courtyards.

The previous tender, announced on July 11, 2025, and set to close on July 24, 2025, was canceled after President Vjosa Osmani did not approve the initial conceptual plan. The new tender was published on August 21, 2025, via the e-Procurement portal, with submissions due by September 2, 2025, at 14:00. The budget remains €25,000, with the feasibility study expected to take three months.

The project aims to analyze technical, security, economic, environmental, and functional aspects of constructing the Presidential building, in line with institutional needs, modern building standards, and the urban vision of New Prishtina.

Tender requirements include:

  • Site analysis and spatial planning
  • General assessment of location and existing infrastructure
  • Rational use of space including the central Presidential building and supporting administrative areas
  • Functional organization for Presidential workspaces, protocol offices, ceremonial halls, press conference rooms, administrative staff offices, state reception areas, Presidential Library, and support services (protocol, security, logistics, transportation, technology)
  • External ceremonial and official access areas, landscaping, and parking
  • Architectural, security, and energy assessments, including initial architectural design, renewable energy and energy efficiency considerations, and security checkpoints
  • Land surveying and permanent boundary marking of the property (20 hectares)

Optional elements include addressing additional issues arising from stakeholder consultations or during the planning phase.

Historically, Kosovo’s Presidency has shared the same building with the Parliament in the capital, though the Parliament remains the legal owner. Past proposals for relocating the Presidency, including plans by former Presidents Hashim Thaçi and Atifete Jahjaga, were not implemented due to costs or political changes.

The current feasibility study reflects long-term urban development plans initiated in 2019 for New Pristina, an area of over 300 hectares, designated for government institutions.
