Kosovo Raises Reservations on the EU-Western Balkans Declaration for Failing to Condemn Terrorist Acts

Kosovo’s President, Vjosa Osmani, has issued a written statement expressing her country’s agreement with the EU-Western Balkans Summit Declaration, but with reservations. This information was obtained by KOHA from diplomatic sources within the EU.

In her letter, which KOHA has secured, Kosovo “expresses its disappointment that the Declaration does not condemn the act of aggression and terrorism against Kosovo, carried out on September 24, 2023, by a paramilitary and terrorist group, with logistical and political support from Serbia.”

Kosovo also raises concerns about the mention of both parties in the Declaration regarding their readiness to implement the agreement for normalization. Kosovo argues that both parties should not be referred to in this context, as Serbia has publicly rejected the agreement, both in statements and in letters sent to the EU and its member states.

In the closing remarks of the letter, it is also highlighted that Kosovo has taken the necessary steps to de-escalate tensions in the north, yet the punitive measures against Kosovo remain in place. Meanwhile, no measures have been taken against Serbia for its repeated acts of aggression.

The Declaration from this Summit was drafted by the EU, and it was expected that leaders from the Western Balkans region would align with it.
